*放電 is a phrase used to describe the action of giving a smoldering gaze. Literally, it means releasing electricity, like in the physics sense. And so, when a person gives that kind of a look, it's like there's electricity, a spark, in their eyes. As such, this physics term is used for a smoldering gaze.

^Tetsuo is a character from the movie of the same name and is about a man who gradually becomes infused with metal. The Kanji, or Chinese characters, for his name (鐵男) can be translated as "Iron Man".
NB: The translation for the Marvel superhero Ironman is "鋼鐵男", which, if translated literally, means "Steel (&) Iron Man". So yeah, the two are different.
